A message dated March 28, 2013, was read stating the Senate passed                                                              
CSHB 66(FIN) with the following amendment, and it is transmitted                                                                
for consideration:                                                                                                              
                                                                                                                                
     SENATE CS FOR CS FOR HOUSE BILL NO. 66(FIN)                                                                                
     "An Act making appropriations for the operating and capital                                                                
     expenses of the state's integrated comprehensive mental health                                                             
     program and making a reappropriation; and providing for an
